D4W is not recruiting one supplier to own the entire stack. It is qualifying specialist cohorts whose functions can be invoked through documented APIs, scoped permissions, measurable service levels, and replaceable interfaces. Every contributor must state what it does, what data it sees, what decision it can influence, where it runs, how it is priced, and how D4W or the customer can exit.

The Skookum train car: D4W aspires to work with private energy and data-centre development groups through a dedicated infrastructure track within the emerging PILLARS/Skookum build. These relationships are prospective. No site, power allocation, permit, financing, data-centre capacity, or partner commitment is represented as secured unless announced under a signed agreement.

Every serious workstream should state what each party owns before engagement, what is being licensed or commissioned, how jointly created work is treated, how revenue is attributed, and what happens when the relationship ends.
